A combination of indigenous rebellions in British-ruled provinces, the 1919 Salt Satyagraha campaign, and the agitation of Congress leaders led by Mahatma Gandhi further strengthened the anti-colonial mood. In 1919, Gandhi launched the Rowlatt Act into effect in British-ruled India. Violence spread among a peasantry increasingly alienated from British policy, and agitated for redress. The movement was led by a coalition of radical religious, left-wing, and nationalist forces. These far-flung groups came to be known as the Indian National Congress and the nationalistic, Marxist Young Turks. Gandhi and the moderates were pushed further into the background.

Swadeshi was reshaped by non-violent protest movements and by the rise of nationalist politics. The presence of inflammatory propaganda and of certain radical leaders strengthened the nationalist narrative and encouraged most Indians to seek a new political order guided by a purer tradition, if not of their own found. This political reality brought traditional religious elites into renewed counter-crisis with colonial power, leading often to an informal “slippery slopes” into violent rebellion. The 1919 strike wave, especially in Punjab and Bengal, was followed by the unrest in some unruled states; and was compounded by the failed Salt Satyagraha and in the end, by the rising body of non-violent protestors in 1919.

The later-greatness of British government and economy in the 1920s and 1930s allowed World War II to pass in relative peace, and in fact, to generate a feeling of inevitability about the end of British rule. The British could, and did, withdraw from India without leaving a single soldier, but they could not withdraw without word of agreement, and the end of empire was marked by the subsequent Independence of India and the creation of Pakistan. (After the war, India was partitioned into two states: India and Pakistan. In 1947, India and Pakistan together gained independence from the British. India is now called the Republic of India, while Pakistan is called the Islamic Republic of Pakistan.
